Dear Jim, I feel very grateful to you for querying the
Taoiseach regarding the Article 29,5,1
situation connected with the Aarhus Convention
Agreement.
You may find it useful to know that a number of
people (who are not politicians) have contacted me to say they find this
whole business almost impossible to believe.
I know exactly how they feel: because that is how I
felt myself when I first learned of the situation. Nobody that I
know seems to be able to make sense of it.
I am copying this e-mail to a number of groups
because I believe there are a lot of people out there who will be VERY relieved
to learn of the action you have taken regarding this extremely important matter
(as related in the copy of your e-mail reproduced below).

Dear William, I have your recent query regarding the Aarhus Convention. I have contacted the Taoiseach Mr. Bertie Ahern querying the reason that the Aarhus Convention Agreement has not been laid before Dail Eireann in compliance of Article 29.5.1 of the constitution. I will be in
