Dear Prime Minister Blair,

Although I have received a reply from Prime Minister Ahern TD to the letter I sent to him on February 24th 2005 (the main part of which is reproduced below), I have not received ANY promise of assistance at all from him regarding the legal help I have asked him for.  In fact, he did not even mention the subject of legal help in his reply to me (dated February 28th 2005).

I hope you will believe me when I inform you that I now DESPERATELY need the services of a human-rights lawyer (who will act on my behalf and in my best interests) regarding the matters I wrote to Prime Minister Ahern about on February 24th; and, that I am entirely unable to find one by myself: despite my very best efforts over a long period of time which involves years of searching.

Consequently, I would be very grateful if you could please help me to find a human-rights lawyer who will advise me so that I can better cope with the growing set of material, and non-material, difficulties I am now struggling with each and every day.

As you may already know, I have already pointed out the difficulties I am having (with regard to finding a lawyer) to the Northern Ireland Ombudsman's Office. Their reference number for my case is P 136/04, H28/04. The lady I have been in contact with there is Ms Anne Scott, and a copy of my letter to her dated January 22nd 2005 can be seen at Internet location:  http://www.constitutionofireland.com/NorthernIrelandOmbudsman.htm

Acting on guidance provided by Ms Scott, I have also sought help from the Western Health & Social Services Board (Northern Ireland). Their reference for my case is ABgen:04/rh and the lady I have been in communication with there is Ms Rosemary Henderson.  A copy of my letter to Ms Henderson dated February 7th 2005 can be seen at www address http://www.constitutionofireland.com/ConvenorWH-SSB-7Feb2005.htm

As you may recall, I also wrote to you on December 21st 2002 about this same problem of being unable to find a human-rights lawyer. However, and as has happened to me again much more recently with Prime Minister Ahern (as outlined above), the reply I received from you made no reference at all to the matter of finding the human-rights lawyer I have been in need of for so long.  A scanned copy of the reply in question from you, dated January 10th 2003, can be viewed at http://www.finnachta.com/PrimeMinisterBlairsReply.htm

Incidentally, the very disturbing business of the TWO missing registered letters I mentioned to you in my letter dated December 21st 2002 (one to the London Metropolitan Police Service, and one to Amnesty International UK) remains a complete mystery to me.  Basically, the present situation is as set out at www location  http://www.finnachta.com/Royal_Mail_proof_of_delivery_.htm

As can be seen at the www address immediately above, the police e-mail to me dated November 11th 2002 states they have no record of the registered letter I sent to them on October 26th 2002; and, at the same time, the hard evidence the Post Office begrudgingly provided me with eventually (under much pressure and some FOUR MONTHS late), shows my letter WAS signed for by the London Metropolitan Police service on October 28th 2002.  Allowing for the enormous amount of entirely avoidable psychological abuse and other trouble which I have been subjected to since, and which I continue to be subjected to at the present time, I now feel that the matter of the bizarre situation regarding the two missing letters in question (to Amnesty International and the London Police) should be thoroughly investigated, and that I should be provided with a responsible explanation of what has happened regarding the amazing disappearance of these two missing registered letters.

At this point I feel I should point out that local speculation (in the New Inn and Kilconnell areas of East Galway where my home is located) suggests the operators of the two huge "superdumps" referred to below in my letter to Prime Minister Ahern could, if these projects ever do go ahead, between them generate profits in the region of one EUR 1,000,000 per day; and, that the whole situation is awash with wealth predators, and power predators, whose ways appear to be remarkably similar to those of sex predators: particularly in relation to such things as cunning deceptions, bullying, hidden agendas, lies, denials, abuse of power, cover-ups, and so on.

As a person who has been at the receiving end of the greedy and grasping activities of these packs of wealth and power predators for some considerable time now, I can vouch for the fact that there are also remarkable similarities in the psychological upset and damage they cause; and, in the directly connected feelings of intense disgust, revulsion, anger, and suicidal depression they produce in their victims: which consultant psychiatrists (such as Dr Foster) do NOT appear to accept or recognise at the present time.

The potential profits in question could be higher still if an incinerator is built later on at the Kilconnell site. The last-minute diversion of a new gas pipe line right through the middle of the Greenstar (earlier known as Celtic Waste) site at Kilconnell suggests that there may well be secret plans in existence for such a project. If my memory serves me right, and please note that my present circumstances are forcing me to work from memory alone, Celtic Waste, largely owned by National Toll Roads, and closely associated with (if not actually owned by) the multinational company called Cement Roadstone Holdings, has been supplied with a loan of EUR 100,000,000 (or possibly IR£ 100,000,000) a few years ago by a consortium of leading banks based in the Republic of Ireland, the United Kingdom, and Brussels.

Please note that there are other very serious local environmental threats in the immediate area of my home in East Galway apart from the two superdumps mentioned below to Prime Minister Ahern. These include a planned new toll road (the N6 Upgrade) right through the middle of Knocknadala (meaning "Hill of Parliament" in the Celtic language), which is just a few hundred yards from the world famous Turoe Stone: and which is widely believed to be the most important piece of Iron Age Celtic stone art in the world.

As can clearly be seen in the ancient map of Ireland at the following Internet address, which is the work of Ptolemy (87 to 150 AD) the renowned Greek astronomer, mathematician, and geographer, a royal site indicated by the word "Regia" can clearly be seen in the Knocknadala / Turoe area of what is now County Galway. Please see: http://penelope.uchicago.edu/Thayer/E/Gazetteer/Periods/
Roman/_Texts/Ptolemy/2/1*.html

There is also the matter of the planned Celtic Waste / Greenstar superdump being so close to Woodlawn House, the 1600s ancestral home of Lord Ashtown (title held by the Trench Family), that it appears to have already destroyed all hope possibly (?) of this extremely important heritage site ever being saved: though it could easily still be saved. As you may know, members of the Trench family were very closely associated with the nearby Battle of Aughrim (1691), which is believed by many to be the bloodiest and most decisive battle in recorded Irish history, and frequently referred to by reputable historians as "Ireland's Gettysburg".

Please note also that the physical location of all the heritage sites which I mention in this letter, and not by accident, are all very closely related to the 10,000 year old Esker Riada - by far the most important of the "five great roads of ancient Ireland", and much of which has already been completely destroyed for road building purposes by local government (i.e. Galway County Council).  Allowing for the fact that Clonmacnoise, the first, the most important, and the most influential Christian university in the world (to the very best of my knowledge), is located some miles further along the Esker Riada to the east, at the point where it crosses the River Shannon right in the very heart of Ireland, should (I believe) entitle the whole system of what's left of the local heritage sites, which are closely related to the Esker Riada, to be worthy of serious consideration for United Nations "World Heritage" type protection and preservation.

With reference to the above mentioned London Metropolitan Police matter however, I wish to stress that my TOP PRIORITY at the present time is to find a human-rights lawyer who will advise me on how best to deal with the ongoing nightmare of the legal entrapment I have corruptly been saddled with by so called "public servants" in the Republic of Ireland: and which stinks to high heaven with political, legal, and corporate corruption from start to finish.

Although I have provided my postal address below, please note that I am unable to collect mail from that address at the present time: for fear of being wrongfully arrested, and possibly imprisoned, in connection with the trumped-up "crime" referred to in the paragraph above which has been invented by public servants in the Republic of Ireland, and which is now being used by them in the most mean-spirited and ugly manner imaginable, to keep me away from my home in County Galway, and from the whole of the Republic of Ireland.  Consequently, I would be very grateful to you if you would reply to me at your earliest convenience please using the address I am sending this e-mail from, which is: newinngalway@yahoo.co.uk

Yours sincerely,

William Finnerty.

--- Main part of original message (to Prime Minister Ahern) dated February 24th 2005 ---

Dear Prime Minister Ahern,

Despite a number of reminders to Mr Geraghty, and to two of his lawyer colleagues at law-firm Fair Murtagh, I have STILL not received any reply from them to my letter dated December 21st 2004.

I have reproduced the text of my December 21st 2004 letter below, and with reference to Paragraph 1, I wish you to know that I still wish to sue the State for wrongful acts for its public servants.

One of the practical consequences for me personally, of one of the wrongful acts I refer to, means that TWO huge rubbish dumps will (if they ever actually do go-ahead) be located close to my home in New Inn, County Galway: one a mile or so to the east in Kilconnell, and the other a mile or so to the west in the Ballyfa/Cross area.

I understand that work is due to start on the Kilconnell rubbish dump this coming April, which of course is now only weeks away.

Well before any work begins at the Kilconnell or Ballyfa/Cross rubbish dumps, I wish to formally initiate a High Court challenge regarding the constitutionality of the alterations (made during and since 2001) to the Waste Management Act: which removed decision making powers from my elected local government representatives (i.e. the Galway County Councillors) regarding the location of such large rubbish dumps.

As I have related to you and your colleagues SEVERAL times during the past few years, I am entirely convinced that the alterations in question are in blatant breach of Article 28A of the Constitution of the Republic of Ireland, for the reasons I set out in my appeal to An Bord Pleanala dated February 21st 2004, which can be viewed at Internet location:
http://www.finnachta.com/BordPleanalaAppeal.htm

Please note that I have also raised the Article 28A violation matter in the written submission I made on September 4th 2004 relating to the Review of the Connaught Regional Waste Management Plan, the text of which can be seen at:
http://www.finnachta.com/ConnaughtWasteManagementReview.htm

To the very best of my knowledge and understanding, the Republic of Ireland is not just a "democracy": it is a CONSTITUTIONAL DEMOCRACY; and, part of that Constitution (Article 40) is devoted to the "Personal Rights" of all citizens.

Article 40.3.1 states: "The State guarantees in its laws to respect, and, as far as practicable, by its laws to defend and vindicate the personal rights of the citizen."

Article 40.3.2 goes on to say: "The State shall, in particular, by its laws protect as best it may from unjust attack and, in the case of injustice done, vindicate the life, person, good name, and property rights of every citizen."

In the complete absence of any explanation - from anybody - as to why law-firm Fair Murtagh appears to be completely ignoring the letters I sent to them through the registered post on December 21st 2004, and November 30th 2004, I do not know who exactly is responsible for their failure to reply to me. Nevertheless, I believe that whoever they are, they are grossly compounding the already shocking situation regarding the ongoing unlawful interference with my constitutional rights, by public servants acting on behalf of the State of the Republic of Ireland (or "Eire" or "Ireland" as it is referred to in Article 4 of the Constitution).

I further believe that you, and indeed ALL of your public servant colleagues in ALL three of the main organs of government, have an extremely important duty to ensure that I and all other citizens of the Republic of Ireland have easy access to the services of lawyers when we need to legally defend ourselves against unlawful interference with our constitutional rights.

Consequently, I would be very grateful if you would look into the matter of why law-firm Fair Murtagh is failing to reply to my letters, and to take whatever steps are necessary to ensure that I am provided with the services of a lawyer - WITHOUT ANY FURTHER ADO PLEASE - who will act on my behalf, and in my best interests.

Although I have provided my postal address below, please note that I am unable to collect mail from that address at the present time (for fear of being
arrested, and possibly imprisoned). I would therefore be very grateful to you if you would reply to me at your earliest convenience please using the address I am sending this e-mail from, which is: newinngalway@yahoo.co.uk

Yours sincerely,

William Finnerty.

The Århus Convention Agreement
 (3 Main Points)

The Århus Convention establishes a number of rights of the public (citizens and their associations) with regard to the environment. Public authorities (at national, regional or local level) are to contribute to allowing these rights to become effective. The Convention provides for:

  1. The right of everyone to receive environmental information that is held by public authorities (“access to environmental information”). This can include information on the state of the environment, but also on policies or measures taken, or on the state of human health and safety where this can be affected by the state of the environment. Citizens are entitled to obtain this information within one month of the request and without having to say why they require it. In addition, public authorities are obliged, under the Convention, to actively disseminate environmental information in their possession;

  2. The right to participate from an early stage in environmental decision-making. Arrangements are to be made by public authorities to enable citizens and environmental organisations to comment on, for example, proposals for projects affecting the environment, or plans and programmes relating to the environment, these comments to be taken into due account in decision-making, and information to be provided on the final decisions and the reasons for it (“public participation in environmental decision-making”);

  3. The right to challenge, in a court of law, public decisions that have been made without respecting the two aforementioned rights or environmental law in general (“access to justice”).
