Dear Ciaran, I'm very pleased to learn that you will be asking a question in the Dáil as to why (after over 6 years) the international Aarhus Convention Agreement has not yet been "laid before Dail Eireann" - as required under Article 29, 5,1 of the Republic of Ireland Constitution. As I regard the Aarhus Convention Agreement to be
the MOST important international agreement the Republic of Ireland has ever
signed to date, in terms of "the common-good" it could do if
was ratified, implemented, policed, and maintained, I hope you will ask this
question in the Dail at your EARLIEST convenience please; and, that
you not be delayed by the power-mad and the money-mad: who appear to me to
be so desperately, so selfishly, and so greedily, trying so hard
to actively deceive the people of the Republic of Ireland regarding the
presence of this extremely important agreement.
The more I learn about the workings of the present Government, the more the following "political" rule-of-thumb comes into my mind: "Power tends to corrupt, and absolute power corrupts absolutely". Unfortunately, the current political problems connected with this
rule-of-thumb do not by any means appear to me to be restricted
to Government Ministers. Why is it, for example, that apart from
yourself and a few others, all of the remaining Oireachtas Members -
particularly the members of the larger so-called "opposition
parties" - appear to be doing nothing whatsoever to prevent the
written Constitution of this State from being violated?
The extremely important tripartite separation of
powers embedded in the Constitution of the Republic has all but
completely vanished now - so that all of the Government
Ministers, virtually all of the Oireachtas (including
President Mary McAleese), and almost all members of the Legal
Profession are - for all practical purposes - now acting as
one entirely like-minded cloned group. This
situation explains why I and the other members of my local community
continue to be relentlessly BULLIED
(despite several years of valid objections) into accepting plans for
TWO huge superdumps to be located within a few miles of
each other (in Kilconnell & New Inn), and a new toll road to
feed the New Inn superdump (the N6
Upgrade) which is scheduled to go right through the heart of
what may well be the largest, the most important, and the most successful
military defence system ever constructed by the Iron Age Celtic peoples
of Europe (circa 500 BC to 500 AD): which is centred around
the Turoe Stone, the best known and the most important
piece of Celtic stone-art in the world.
The socially outrageous set of problems outlined in the paragraph
immediately above is exactly the type of TYRANNY that the
"separation of powers" principle embedded in the Republic of Ireland
Constitution is meant to prevent.
