Dear Prime Minister Ahern,
Attached to the
printed copy of this e-mail which I will be sending to you later today through
the registered post, please find a copy of the "To Whom It May Concern" letter
written by my GP (Dr Michael McCavert), which is dated October 28th 2005.

Please note that in his diagnosis Dr McCavert states in his
letter that I am suffering from Complex Post Traumatic Stress Disorder: as a
"
result of traumas and stresses over years and these traumas and stresses
have come at the hands of individuals and public officials and bodies that he
has encountered in his struggles to correct environmental wrong
doings".
Although I wrote to Minister for
Justice Michael McDowell TD about this matter on August 4th 2006, I have not
received any reply from him. A copy of the letter text and the associated Post

also wrote to Chief Police Commissioner Noel Conroy regarding the same matter on
November 9th 2006, and I have not received any reply from him either. A copy of

would be very grateful if you would please let me know what - if anything - you
and your senior public official colleagues are doing regarding my several
requests, and my legal right, to have the growing set of difficulties connected
with my case resolved under the terms of Article 13 ("Right to an effective
remedy") of the Republic of Ireland's "European Convention on Human Rights Act
2003" ?
Please note that e-mail copies of both the above mentioned
letters to Minister McDowell and Commissioner Conroy were sent to you, as can be
seen at the two internet addresses provided above.
As it seems to
me that there must be something really very seriously wrong with the justice
system in the Republic of Ireland, particularly in relation to human rights law,
and environmental law, I am copying this e-mail to Chief Justice John L. Murray
(Republic of Ireland).
Among other things, for example, it
appears to me that the entire legal profession, police profession, plus all
senior politicians including yourself, are collectively acting (in their public
official duties) as though the Republic of Ireland's "European Convention on
Human Rights Act 2003" does not exist - even though it is on the internet for
all the world to see at the following location:

Please
note that Minister for Justice McDowell was sent a copy of Dr McCavert's letter
on November 7th 2005 - which was included as part of the letter Mr Gerard Madden
(Senior Social Worker in Omagh) sent to him dated November 7th 2005. A full copy

hope to be in receipt of a written reply from you to this letter before January
12th 2007, and I further hope you will be advising me when I hear from you that
an Article 13 ("Right to an effective remedy") procedure has been initiated on
my behalf by yourself, or by one or other of your senior public official
colleagues.
At this stage, I also wish to point out that the way
you and your senior colleagues seem to be completely ignoring the October 28th
2005 letter which Dr McCavert wrote on my behalf, well over a year ago now of
course, appears to me as a form of inhuman and degrading punishment, and as such
I see it as a violation of Article 5 of the United Nations Universal Declaration
of Human Rights (produced in 1948), which reads as follows: "
No one
shall be subjected to torture or to cruel, inhuman or degrading treatment or
punishment"; and, which can be viewed in its full context at
http://www.un.org/Overview/rights.html .
As stated
above, I will send a printed and signed copy of this e-mail to you through the
registered post later today. In the hope that something of significance
will be done to remedy what I see as a set of several extremely unhealthy
flaws and shortcomings in the Republic of Ireland's justice system at the
present time, and which directly relate to my particular case, I will be sending
Chief Justice John L. Murray a printed and signed copy of this e-mail as
well.
