I've just learned that
The Department of Justice Equality and Law Reform (Republic of Ireland)
is currently preparing the
First National Report by Ireland as required
under
Section 19 of the UN International Convention against Torture and
Other Cruel Inhuman or Degrading Treatment or Punishment; and, that
your Department now wishes to invite submissions from interested parties on the
above matter.
I understand that submissions can be made by
e-mail, and with that in mind I would be very grateful if you would please
consider the contents of the e-mail I sent to
Mr Greg Nolan (Lawyer) on
December 23rd last - which, as you can see at the following address,
was copied to
Minister for Justice Michael McDowell TD:

I pointed out to Mr Nolan in the above mentioned letter to him, both his actions
and those of Justice Minister Michael Mc Dowell all suggest to me (in the
strongest possible terms) that neither he, nor Minister for Justice McDowell,
have any regard whatsoever for my legal rights (generally) under human rights
law.
More specifically, please note that the manner in which
Minister for Justice McDowell appears to be completely ignoring the letter sent
to him on my behalf by
Mr Gerard Madden (Senior Social Worker in Omagh,
County Tyrone, Northern Ireland) is seen by me to be an extremely serious
violation of my legal rights under the terms of the UN International Convention
against Torture and Other Cruel Inhuman or Degrading Treatment or
Punishment. For me, the situation is made particularly degrading and cruel
by the fact that Mr Madden's letter contained a "
To Whom It May Concern"
letter from my
GP (
Dr Michael McCavert) - which Minister McDowell
also appears to be completely ignoring. (A scanned copy of Mr Madden's
